Ukrainian President Volodymyr Zelensky States Absence of Definitive Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide concrete pledges that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we don't have such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Last week, the President indicated a settlement was "90% ready".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukraine has hit back at Russian targets with drones, though with varying degrees of effectiveness.
