Filipino President Ferdinand Marcos Jr has announced a disaster situation - defined by circumstances including significant loss of life, extensive property destruction, and interruption of income sources and daily routines for people in the affected areas.
The typhoon, known locally as Tino, devastated the populous island of Cebu, inundating whole settlements and carrying vehicles down roads.
